This design doesn’t. You can buy all the parts from your local hardware store.The most challenging part is drilling the holes in the pipe. If you have access to a drill press it’s not hard, but drilling with a hand drill can be challenging. Use a brand new or sharp bit, and oil the bit as you drill, and keep the drill square to the pipe.

That is the one that I found… Lol
This design is actually ridiculous. I knew immediately what would happen. By the time you buy all those nuts, bolts, washers and angle brackets, you could have paid a welder to weld you a simpler and much stronger pallet bar. I could weld a pry bar in about 5 minutes if I knew what you wanted. Just go buy you a piece of black pipe, the angle fitting and make a drawing of what you want and a welder can easily take care of it.
